The blueprint revises the industrial restructuring catalog to flag inefficient, high-emission processes for elimination, sets escalating minimum renewable energy consumption targets for key industries, and promotes green factory construction.
Six of the plan's 18 indicators are binding, covering carbon emissions, energy intensity, air and water quality, creating a compliance-driven incentive for traditional industries to upgrade while channeling clean energy toward western regions of the country.
Sun Chuanwang, a professor from the China Center for Energy Economics Research at Xiamen University, said the plan's sector-specific approach, which revises technology standards, phases out outdated capacity and directs renewable energy to underdeveloped regions, provides "a clear pathway to force transformation through systemic standards."
He added that traditional industries still have "substantial latent potential in energy restructuring and efficiency improvement."
Meanwhile, green industries are scaling at pace. China's green and low-carbon industries together command a market of roughly 11 trillion yuan (about 1.62 trillion U.S. dollars), shared by more than 2 million enterprises.
New energy vehicles are the headline act: production hit 16.6 million units in 2025, up 29 percent year on year, with sales up 28.2 percent, extending an 11-year global lead. Photovoltaic and lithium battery supply chains have also become export pillars, industry data shows.
Sun said the plan explicitly targets building "green, low-carbon industrial clusters with international competitive advantage," noting that the policy framework, from binding emissions targets to revised industrial standards, is designed to remove uncertainty for capital deployment.
